Ok, so the question is... is it possible to have a working binary for this? (Even if it needs some redistributable packages)
You can download XNA Game Studio Run-time at www.microsoft.com.
It should be possible but since they didn't release a binary and the licence says "The code may be reused and redistributed as per the included MIT License. The artwork assets are NOT included in this license and may NOT be reused or redistributed without permission from the original artists. " you can't just compile and add it, i guess.

Hi everybody, creator here. I made it to entertain My Little Pony fans. If you don't like the ponies, then this isn't for you and you don't have to watch it.
It's made for pony fans - I didn't know this would start picking up attention in the demo scene! That's why it's just a video and not an executable program. And why I used XNA as the platform for simplicity instead of something more performant or portable. But I'm going to start working on a binary next week, as I figure out how to compile and distribute an XNA executable.
The rotozoomer doesn't drop to half resolution. It's just the MP4 video encoding that makes it look all blocky. A natively running version will look much better so I hope to post that soon.

Traditionally, any copyrighted material or derivations thereof have been frowned upon in Assembly compos. Of course, this is not ripping anything, it's more of a tribute. And I hear it actually got played on the big screen at a point anyway.
