I wondered what year this genre of works began? Was the intro created or announced as a compo?

while coding in tiny sizes has been there since the early home computer days (for intros in front of already packed disks, bootsector demos and also viruses) i think the 256 byte and smaller limits came into existence in newer times (90s) when artificial limits for intros were created because the hardware constantly expanded its barriers in the amount of data it can handle.
so yes, while the intro posted above will most certainly not be "the first 256 byte intro ever" i think the timing fits for when tinytros became a "thing".

nowadays we see another boom of the tiny culture, mostly on pc.
although im not a coder i think its mostly because the combination of modern cpus and old x86 asm code is able to do a lot with raw power that couldnt be done 15-20 years ago.
