its javascript/css for fuck sake. theres nothing "technical amazing" or cool what so ever, its just shitloads of annoying work to get it work. that is the crazy part :)
also, getting it all to work takes for ages in this kindof javascript applications ;)
Design is crazy delicious. Useability is fucking awful though.
But which outweighs the other in this case? Or what are you aiming for? It seems more like something fit for a standalone app than a website/portal.
The gimmick is nice for once, but it won't encourage people to return to the site regularly. Unless you perhaps place a link to the latest pack/update directly on the "desktop"? That could work.

Good idea, i will add icons on the desktop to download directly last update packs and last chiptunes.

because ALL the pictures are made with scanlines, so, it will be HARD to remove scanlines...

rez: you could make an Action in PhotoShop to remove the scanlines and automate it on your image folder(s) ;)
