Well, pitch-preserving time stretch transformations exist, but in my experience they typically mess up the sound somewhat, especially if the material is of a synthetic nature. I would consider a purely resampled (and thus pitch-shifted) version to be truer to the original.
While we’re overengineering things - I remember in 86 or 87ish somebody built a genlock interface for the C64 that synced the VIC‘s video signal to an external source by strategically halting the system clock. That would fix all the not-exactly-PAL timing issues :) (let‘s not think about what that does to the audio, shalln‘t we)
Frankly, the way Commodore put those things together, like they were constantly scraping dozens of old warehouses, I get a feeling it’s a small miracle advanced code for one VIC-II/SID combo works as supposed on some other VIC-II/SID combo.
