In fact it is really nice but I don't think it was drawn. For me this is a scanned photo with some Photoshop effects. The picture/photo was taken in Warsaw in Poland. It shows a view from the "Old town" district onto one of the bridges on Vistula. The tram has a stop where passengers can go to the old town.
