Where these long voice samples coming from?

I was listening to Signals again and I'm still wondering where these voice samples are coming from? Self-recording? Old TV/radio records? Local samples?
For example, Credits EX 'lyrics' are coming from PBS weather forecast, and Hacking Code 'lyrics' are from some german navigation system (i don't recommend you to listen it if you're german-speaking). As far as I know.
But where people find them?

yes i can confirm these statements, i vividly remember thinking to myself "gosh, this is nice warm weather, i cant wait to get a beer in my hands now"' right before walking into a marseille street full of record stores and pron shops with a certain mister "crazy q" on my side about a decade ago now. that was either a huge mistake or perhaps even part of the answer to 100bit's question :)
