The registrations for TDF 2018 are opened, and you can start getting your prepaid tickets through the website here:

The party will be held on Saturday 1st and Sunday 2nd of December in Tokyo.
It happens to be immediately before SIGGRAPH Asia 2018, as mentioned in this other thread. Come to both. :)

I'm thinking of going to both!
It doesn't say anything except for giving 403 when trying to visit their URLs (basically anything *.peatix.com is 403). I was able to access it through VPN, and it accepted my Russian card just fine.

Sorry about that, and I'm glad you could access through VPN.
We can try to report the problem, but since this is a third-party service I doubt it would be fixed in time. :-(

Don't worry about this too much. I'm kind of used to things like this, as it happens quite often. A lot of various sites deliberately ban Russian/ex-USSR IPs for some reason (I can only hypothesize that it is for historical reasons to deter carders or hackers. Which is like "wat. look how easy I bypassed this").
Also, due to recent years developments, every literate Internet user in Russia has a bunch of VPNs at hand, so this shouldn't stop anyone else from buying tickets.
