I took us a while. Sorry for that.
But here are the specs:

Stupid question on the single-sample rules: Does »250 bpm max« correspond to speed command »F03« in ProTracker? (assuming 4 rows per beat)

BPM is tempo (Fxx >= 0x20), not speed (Fxx < 0x20). The rule is only there because jco hacked the bpm tempo of his tune to be > 255 in his XM tune (can normally only be set to 32...255 via the GUI) to do awesome sample trickery. You are completely safe with ProTracker and don't really have to care about this limitation, because there's no way to do tricks like that in .MOD.

right. although i am not one of the music compo organizers and don't know jack about trackers the rule in question should be read as "JCO's hack is awesome but shouldn't be used again".
so you should either just compose a great tune with the given sample or you find another awesome hack :)

Hello all !

As usual, I come to Cologne for Evoke, GDC and GamesCom. But this year the accommodations are rarer than usual. I do not have housing from 10 to 14... I know many of you live in Köln. Could you help me or have any advices for me ?

Check trivago.com - The Ibis Marsdorf is 55 Euros a night - it wont get cheaper than that hotelwise. The Tram Line at the Hotel gets you to Evoke in about 30 Minutes.
