i think most party organizers want people to turn up and at least a good percentage of them to actually bring something for the compos besides loud yelling and puking :)
and meanwhile demos are still being made, what are people worried about?
They can't see them being made and are afraid that the last released demo will be the last demo ever :( As a means to solve this I propose that every group shows on their website some kind of a progress bar for each of their future productions!

As far as attending demoparties and releasing demos, those are pretty much 1=1 for me. I _hate_ going to a party with nothing to release, and hence I almost never do.
4mat: for me it's like this. Do you want to see a) the same people doing the same shit each year,while slowly dwindling away or b) more cool stuff. I pick B but the evidence suggests A.
So, what to do? Expand the scene, bring in some new people & ideas. Not to replace what we have but to complement it. For some people that means telling people about the scene, for others it's helping new people get started. For me it's getting some new people together and making a demo about it. It's all good so far as I can see. :)

If i go to a demoparty and release something, people would laugh at my incompetence! :(

I myself never had any contact with the scene. Where I live there isn't any demoscene. I've got to know it because I'm interested in computer graphics and gamedev in general. I've always want to write faster and better code and then I accidentally mov ax,13h; int 10h; in 2007. From that point I familiarized myself with some oldskool dos demos and then pouet and then everything else. I don't think I saw a demo and "wow, cool I want to do that" I think I've always had it in me.
So from my limited experience I'd say that people who don't understand or don't have much interest in computers don't get what a demo is. (as it's been said before countless times here)
If I know someone who can write a demo and would like to write a demo I'm there to fully support them, no matter how unoriginal/unskilled or whatever as long as it's something new for them. (like first prods) If you can code and interested in demoscene there is no excuse in not writing a scroller with some phat chiptunes if you never done it before.

It's a place called Romania. After some extensive searches I found that there were a few parties 11 years ago. (when I was in elementary school) However for the past 7 years I'm sure that it was as dead as possible.
I've only been to two parties where I didn't bring a prod or didn't make a partyprod: My first demoparty in '95 and my last one in 2010. And while the first one rocked, the last one was somewhat depressing for me (NOT the party's fault, the party was great, it was me who was the problem).
I've somewhat decided internally that I won't go to any more parties unless I can bring my A game.

i recall hearing of romanian demosceners in the 90s, perhaps they disintegrated?

my googling told me that the group RESOURCE is from Romania and they did this in 2011 - so not quite dead :-)
WTF, Resource is from Hungary.
button: if i recall, the original point of outreach was to hit up companies who might sponsor parties by showing them how cool demos can be, so major parties like breakpoint could get enough funds to keep going (without charging 100e entrance fees). now i cant recall the exact playlist, but i think it usually focused on the best high end windows demos - the ones which had the widest appeal outside the scene.
