My SE Vivaz has PowerVR SGX 530 GPU, but sadly the phone is Symbian based.
I've bought it for ~250eur through operator last october.
You can find used devices from ~150eur, I think.

Yeah, some idea of the powervr core you're interested in would be good. An MBX could be had very cheaply now, but maybe you want shaders. Do you want a low or high end part?

Cheapest way to get developing on POWERVR hardware is probably the Pandaboard (http://www.pandaboard.org/) but it's not a phone...
That looks quite nifty - much better than the bilgeboard you recommended last time.

Btw, might be worth waiting to see what this year's ipod brings (they tend to be updated around september) as they're a pretty cheap way to get some decent powervr silicon. It could well have dual A9s and an SGX 543 or thereabouts. Maybe not, but that's my guess.

Beagleboard is quite capable but it's old now and not much cheaper than Pandaboard.
yeah, the beagleboard looked quite good too at the time.

If you're looking for an Android device, make sure the device runs a recent version of android too! GLES 2.0 is supported for Android 2.2 and above if you don't want to write native code...

I've read about it yesterday, and I don't know the exact difference about SGX and MBX, but looks like only SGX supports shaders.

Apple products here in Brazil are VERY expensive (iPhone ~= U$800). I'm looking for a low end mobile device, but with SGX.

I'm not following the mobile market for some years. But I looked at this chart and it seems that Symbian stills largely used.

martin: What's the problem with Symbian? The cheapest mobile I could find was Vivaz too.

The Vivaz is a piece of shit. Sorry.

Depends on what you want to do. Developing for Android seems relatively painless, for iOS too (if you have a Mac). I don't know about the rest...
Symbian will die in a matter of 2-3 years I suppose, being replaced by that Windows Mobile stuff.

Windows Phone, to be specific, but yes.

@Danguafer, an iPod touch is about ~470 USD in Brazil (749 BRL) and has the same GPU/CPU as the iPhone. As psonice said, in September a massive update is expected. But still, it might not be the cheapest device with such capabilities.

If it's specced similarly to the ipad I doubt there will be anything of comparable power for the same price at least for a while. But of course for cheap, you can go second hand. The recent ipod touches have an SGX 535 which is still fairly powerful, especially with a lower res screen.

I have an Archos 5 Internet Tablet with 32GB Flash here. Has an Ti OMAP 3440 (800 MHz) with a PowerVR SGX 530 and 256MB RAM. Nice device with a 5" 800x480 (resistive single-touch) Touchscreen, WiFi, Bluetooth, Accelerometer, GPS, a SDHC slot and other shit. Got it for 140€, which I though was a good price.

The problem with it is that it officially only runs Android 1.6. There is a 2.2 port for it (openAOS), but it is an alpha version and not fully functional...

@Danguafer:
Not exactly Symbian but SE. Lack of customer support.
You cannot flash it with custom firmware, no kinetic scrolling(which is a must have for touch phones, I think), the SE app store (PlayNow) is a piece of shit. Although the phone is powerful(you can play games like SSX, Rally Master Pro, SIMS, Let's golf, etc..., you can watch movies without conversation, simply putting it to mp4 container), it feels slow, because they did not put any effort to optimize Symbian for it.

Be careful at the low end, many devices have an OS that doesn't support the GPU fully, or have a shitty driver.

And yeah, symbian - it's popular because tons of people want a fancy looking phone that costs little rather than because it's actually good and is used as a smart phone. Android is taking over this market fast, so symbian is being killed off and replaced with win phone 7.

I've found a cheap Samsung with SGX and Android. I think the model name is Galaxy 551. So... What do you think?

Another question:
Which OS SDK has a emulator? There is no hurry in seeing the thing live on a mobile.

Danguafer: There's VM Android emulation in the Android SDK?
