Is uploading utilities to the Prods allowed?
only if it's clearly scene related stuff (ie. made by sceners for scene purposes)

What are the rules to upload games?
You have to make a demo about it first.

i would say they have to be smallish/downloadable, completely free and do not include libs that want a license for that. look up the games which are already here to get the idea.
of course many games are for oldschool platforms and/or 96k compos but there are quite some released here just because.
but you have to keep in mind that most of the peeps are not here because of the games so they will judge it mainly on a technical basis or for crazy ideas, not for super balanced gameplay =)
