As far as I remember, this effect was seen *a lot* both on PC and amiga, but more likely around 1996/1999, afterwhat it was classified as "outdated". I found it really outdated by the way. Sort of:oh no, not this shit again.
I didn't see any "calculate the formula per pixel in pixel shader" solution, so here it is :P.

I think you all seem to miss the point: this is a completely band new _killer_ effect, and we should all be trying to replicate it!
Yes, it's just displacement mapping. But maybe interpolated. Not that it matters. I think Scoopex did this sort of thing better than anyone FWIW.

on c64 this was done in the same era, tho more in the form of tunels.
and this effect has *always* been ugly as hell.
offset maps got boring ages ago. even nowadays there are innovations and optimisations for them.. but in my simple world it's still just offset maps.
on topic: make basic lens effect, screw around with it (invert, take out thresholding) and voila.
