OpenGL software rendering in Windows?

I want to use OGL software rendering in Windows. Can MS's own driver do that? If not are there any alternatives, preferably free?
Why I want to do this is my business.

AFAIK MESA http://www.mesa3d.org does OpenGL rendering in software.

MS's own driver does software rendering, but supports very few features and is slow as hell.

Hybrid Rasteroid OpenGL ES renderer is free and it comes with a win32/x86 build (and a cool tetris game ;)
OpenGL ES is the cellphone version of OpenGL.
