What strikes me most about all this stuff is that I can turn on my TV without cable signal plugged in and get all this for free :)

Exactly. But if you want the noise to be persisted, then how about the sound noise to be turned into some chiptune. And/Or the foreground of the TV noise could have some appearing gfx like text or pictograms. Quite a challenge for 1k I know ;)
