in fact, the SH-4 programming manual doesn't mention that fsca opcode either.
that opcode is not shipped with binutils by default. since it is not mentioned in the SH-4 programming manual, I guess it is dreamcast specific?
you can get a patch from adk/napalm-x website (http://adk.napalm-x.com/dc/mathstuff.tar.gz) or you could just replace those two lines with its binary equivalent:
