Tbh, the belgian demoscene or scene-at-all ... well nobody here's a groupie the likes of psenough (thats a youtube channel you could check out if you want in-depth intel on "THE" scene i guess) but since we have been stuck in belgium since we got stuck in this body ...
i never heard about much belgian scene going on really, ofcourse that doesnt mean there was none, as a kid and a boy we had our own swapping nights on friday but thats all private/underground if you like, no one really was busy trying to better anyone else other than in international karate or gauntlet or pole position with a bet for a beer or a beerwurst at stake ...
These guys (old farts and coots like all of us by now) seem to be pretty active still and

i really cant think of any, the guys who got us the goodies where from Holland, "HTL Hotline" and i think i read once about a belgian who went by the name of Gollum who got to be a member of the self-proclaimed legendary (well they DO have bragging rights heheh) Fairlight
but thats about it ...

its a framework to make sense of the observers perception but in essence it isn't there, just like numbers don't exist to the universe, and any God and Goddess i met so far doesn't really speak English or language at all
