  answer is yes. even in midi format 0 using presets 81/82 or something constant like drum kit rim shot.
  using high beat divisions.
  but it is useless because it takes as much space as using samples(if using notes) if not automated by programming it somehow.

  it's not. i have tested this on numerous devices(around 50+) and can say with confidence that there are manufacturers who take shortcuts and don't put all that what is in the gm specs into there. no matter if gm1 or gm2. only universal presets in gm are presets 81 and 82 on instrument side what comes to how they actually sound. and even those have some variation on sustain level.

• in GM2 sound set there is scream preset.
  (GM2 is not universally used sadly)
  presets contain samples yes. but you can't easily make new sounds out of em using midi commands
  (recognized control data/sysex varies depending of platform)

  you can't create sound in general midi. it has presets.
  
  (or you could with tricks like /192 division on beat and using presets like saw wave/square wave((presets 81/82) which have short attack universally) like in 1 bit stuff but it would take lot of space like samples do)
  
  in those presets there are some fx sounds but those are not universal(like different mobile phones) so using then may work on some and not on others(manufacturers tend to go the cheap route=less sounds/banks).
  same goes with different drum sets.
