I do consider demos as an art form. But like with most art forms, I do consider the vast majority of productions to be tasteless kitsch.
The fact that the "art" appears in the interpretation, renders "experts" completely bogus. As seen in the stories about monkeys' paintings being praised in high terms. Not quite sure you'll be able to pull that off in the demo-scene ;)

Surely coding an audio-visual product could be considered art as a digital medium.
Compared to an unkempt bedroom in a gallery, being suspended in a perspex cage for several months or exhibiting half a cow; demo's are the better part of the art "scene".

Some demos may have been designed in an artistic manner, but this is not a necessity.
The problem is that a growing part of the scene wants to see just art, instead of seeing a technical performance. Design is more important than optimization. So then we see demos which could run on a PS2 running on a high-end PC with difficulty.

i'll stick to my guns and define art along the lines of John Dewey and call it that which evokes aesthetic experiences - that could very well be demos, but it could just as well be something else. So sure - some demos are "art" and some are maybe something else.
