No, I searched for it on pouet and couldn't find it. Since I want to create a typical '90's look I figured I needed to download it. It was nowhere to be found until I stumbled upon this link:

not really useful due to the coder ui, but interesting nevertheless
I love this tool
made many silly textures with it back in the days.. probably still have those files somewhere rotting away on old HDs. too bad it's limited to 256x256 ;)
