No, it loads the second part while the surfers appear... lots more cool effects come up after that.
Hmm... i just checked in WinUAE here, and it gets stuck on the surfers :(

Xeron: It hangs in a WaitRaster routine in UAE, if you just remove the WaitRaster routine, you can watch w/o problems on UAE. :)

Really enjoyable, as of now, works in WinUAE so disregard the above comments about that from literally decades ago :)
Personally not easy to put it in the time line... It is not good enuff for the end of 1991 and it is a nice production for the early 1991.
