1 million is roughly 1% of the active working population of the USA alone, nevermind the entire world. so yes you can have a tiny relative population percentage that still sounds like large when listed as an absolute value, simply because there are so many people on earth
the world population is more than 20x the population of the USA. assuming employment numbers are the same everywhere (which they aren't), 'millions' would be more like 0.2% of the active working population
