never seen this before (which is a little bit strange, as it's silents, and it's 1990 ;)) ). but it's really amazing for it's release date.

To my knowledge the first use of this effect, it was remixed by Mr. Mega Mind/Dexion for Paradox in the Celica GT Rally cracktro a few months later. The logos by Coma are awesome too, and with the music this is a favorite of mine with a special feeling. Rulez!
...and strange as it may sound, is likely to have inspired a Blitter zoomrot of sorts.
